The Akkalah Exigency Preparation and Mitigation Agency began as a mishmash of first responders, crisis managers, reservists, and humanitarians all across Brumas. It was initiated at the very beginning of the Akkalah Unitary State. To give an idea as to just how disastrous those first few months were, AEPMA was the greatest contribution of the government to its people -- and they didn't even have the power to build intercontinental railways in some parts of the planet. Having forced the worst corners of Brumas to adhere to the same standards as the greatest countries on the planet, was it ever really any wonder why the AUS nearly fell apart?
With the restructuring of the government and the rise of local powers, AEPMA moved away from its status as a United Nations analogue, becoming less and less about peacekeeping and humanitarian operations. Its members were trained to fill every role from combat engineers to trauma surgeons; even volunteer firefighters became riot police and paramedics. This was a far cry from normalcy, but came in very handy when the AUS returned under its emergency power policy.
Civil duties were now secondary to homeland security. AEPMA became the militaristic arm of the Office of Domestic Affairs, stabilizing regions after the military moved in to secure areas taken back by runaway local governments. History remembers their 'silence camps' very well for shuffling dissenters and rogue officials into blacksites where they would remain until emergency powers came to an end. These were run very poorly, and by the end of the emergency powers policy three years later, many of those interned by AEPMA reentered society with mental illnesses and several disorders from malnutrition and poor medication. Despite this, the death count at these camps remains at a mere four souls.
It has been a very, very long time since AEPMA had to fight against its open people, and officials in the Office have done great things to repair their image in the eyes of the public. AEPMA today has foundations in several different fields, and even has its own colleges for educating those who serve; many look to them for education. It's almost enough to make a citizen forget how militarized they are; the same AEPMA logo on the side of an emergency shelter can be found on light assault vehicles in camouflaged compounds all around Brumas.
